To me the HF rules seem pretty easy to understand and the details in two links you've provided are well laid out.

But, you have to wonder why so many newbies keep raising the same basic questions about uploads and downloads. I now recall struggling to understand the upload and download rules when I joined HF about a year ago. Do the instructions need to be more idiot-proof (no offence intended by this expression) with some cosmetic changes to the presentation of the rules?
