Install Nero6 or higher version. Run Nero Wave Editor. Open the file, press Control+A tab.In the Volume tab click Normalize. Your song's volume will normalize to a normal position.then save this file.

Linux users can use normalize-audio package. It has commandline utilities for normalizing wav, mp3 and ogg files.
