Is anyone aware of any planned Remembrance events, publications, special music releases etc. for Noor Jehan for December 23, 2004, on the Subcontinent?

Do not know about any such event but I hope as always Pakistani TV channels (PTV, GEO, Indus, ARY etc ) will pay tribute to Madam.
Personally, On her death anniversary I will surely upload some rare songs at this forum alongwith a good number of her photos I have scanned recently.
