yes HT. I thought Shammi Kapoor started doing Charater roles by that year. I thought his last film was a leading actor was Andaaz with Hema.
Thank You Sangeetbhai for the Rafi song from this album. Was looking for it for quite long.
Have seen this movie, Shammi Kapoor in double role, one being a negative role.

“Among our films together there were two that did not reach the musical level of the rest - Budtameez and Chhote Sarkar. It’s not that Budtameez was not up to the mark - there were a couple of decent songs in the film. But the film was delayed in production and to a certain extent we all had lost interest in the film. As for Chhote Sarkar, it came at the fag end of my career as a hero. My knees had given way, I had put on a lot of weight, and Jai was completely down and had fallen victim to the fatal combination of alcohol and bad company.

Rift between Shankar and Jaikishan effected career of many artists. - Shami and Rajendra kumar are two such names !
Quality of songs did suffered with Shankar and jaikishan doing projects separtely ! !
1969-1971 also saw the downslide of these actors as well !
