"Leke Chali Mujhe Apne Saath" (3:26) is a slow version of "Jhoom Jhoom Dhalti Raat" (5:03) and obviously shorter.
So, yes, they are 2 different versions of the same tune having essentially the same lyrics. Why the two differing song titles you may ask? Good question!
I do have "Leke Chali Mujhe Apne Saath" (3:26) in good quality but, before you request it, I suggest you download its 16-kbps (truncated!) version for free from this link and have a listen:

You are right about the "Yeh nayan dare dare" song. It is the "Shraddhanjali" version and I know of no other version by Lataji. Come to think of it, wouldn't she be paying tribute to herself if she had an original version?
