This song is from "Chor Bazar" (1954). The MD is Sardar Malik. I downloaded it assuming it was another song with the same starting words!

I realised on further checking that the song was removed from Chor Bazar and was included in Hoor-e-Arab. Just how many songs from other films - tuned by other MDs, to boot - were included in the latter film?!?

This is similar to the recent discussion about Raj Hath - Do Gunde. And then we also have Tere Dar Pe Aaya Hoon from Chor Bazar being used in Laila Majnu. Ghulam Mohammed seems to the common link in all three instances
