Probably, yes. This was a Punjabi film with music by Ghulam Haider and songs sung by NJ and Shamshad Begum.

I might be completely off the mark here, but I think that the singer in all the above songs (except EK Duniya Naveen Basayenge) is Shamshad. If it is indeed Noor Jehan she sounds way too mature for her age (she wasn't more than 14-15 at this time), and even when compared to her other songs of the same vintage (Khandan).

I can't hold hand over heart and swear to it being NJ, but I believe it is. With Kyon Luk Luk and Kothe The Aa Mahiya the female singer is really part of a chorus so its not possible to definitively identify the female singer. With Bas Bas Ve Dholna and Dekho Dekho, to my ear it would sound like NJ even if I had not gotten these songs with NJ credited as the singer. But you are right that she was very young in 1941 and it is surprising that the voice is of a slightly more mature NJ.....but hear Bas Bas Ve Dholna again....

Dekho Dekho is a bit suspicious one definitely on first site with some portions sung in a bit of Shamshad style but it is by NJ alright. It doesn't seem to match to Shamshad voice in that period though.
