There is a list of sites that holds exempted sites. Check that, remove all sites that have been added to this list and do no tenable "Temporary pop ups" too

Download Google Toolbar, it has the blocker. It doesn't block 100% but effective on 80-85%.

Dump the Internet Explorer. Mozilla Firefox is a better option..it has an in-built pop up blocker.

I second that no one should be using IE.
