I wrote the name of the song as I heard it : "Karta hai ek raavi-e-dil". Is it correct, and if so, what does it mean?

Second, is this song an original by Rafi-sahab or is it part of the Islamic music lore of the sub-continent that was also sung by Rafi-sahab?

Are there versions by other singers that are more often heard these days during Ramzan?

I dont know of any other who has sang this.
This song and another on the same storyline are from ALAM ARA 1956-1973.
The 73 one goes ,
suno ramzan ki dastan ko suno, rahmatoon ka bayan hai,
baiyaan ko suno.
